with turbos and crazy mod, yes. it can.
actually, if u do ls/vtec and tune it rite, u will prolly get 200.
but ask around, too many experts around HT.

Just piece together your own turbo kit, or buy a prefabbed one if you can find it for that price. 200whp is easily obtainable.

An LSVTEC with cams and high compression pistons may be able to pull it off if tuned. Other than that you will need nitrous or turbo. A 70hp+ (drivetrain loss = ~10hp) gain isn't easy

 

N/A i highly doubt it. especially with that budget.
Boosted no prob. piece together a nice kit, do some of your own custom work and ull be all set.

A 2L buildup with wild cams....out of your budget
A pre-assembled turbo kit....out of your budget

A custom turbo kit.....a possibility
A nitrous kit......yes
An ls/vtec........maybe depending on the price of components and labor.
