200 whp in LS
An LSVTEC with cams and high compression pistons may be able to pull it off if tuned. Other than that you will need nitrous or turbo. A 70hp+ (drivetrain loss = ~10hp) gain isn't easy

A pre-assembled turbo kit....out of your budget
A custom turbo kit.....a possibility
A nitrous kit......yes
An ls/vtec........maybe depending on the price of components and labor.
