Timing advance?

Default Timing advance?

Ok, heres my question, a few guys are swearing by advancing the timing you can get a little extra grunt, my one friend brian was with me at the track and was hittin consistant 15.4's and he took off his P/S belt and advanced his timing and started hitting high 15.0 and so i took off my PS belt and hit a 14.7 instead of my normal 14.9's now my question is will advancing the timing really add that much or is it bad for the car and not worth doing? What is a good advancment setting? How hard is it? BTW brian has a GS-R.
