rpm go up slowly when i step on the gas(all the way to the floor)

rpm go up slowly when i step on the gas(all the way to the floor)
The rpm will stay at 200 and lower when engine crank,but when i step on the gas the rpm will move up slowly(take about 20 sec to reach 1000 rpm) What could cause this? BTW i got a 2000 civic ex (A/T) with 95 ls(M/T) and i did a IACV fix(3 wires to 2 wires) thank you for any reply
