what do you mean missing flange on the bov?

 

I would guess that it is missing the flange needed to connect it to the charge pipe, or it's missing the flange that sits between the BOV and charge pipe . . . just my 0.02

no, you'd need a flange, and then that would be welded to the charge pipe. after that, the rest of the bov would be screwed/bolted onto the flange.
