what turbo is this adapter plate for??

that adapter plate measures roughly 2" X 4"..now i have a 4 bolt t3 turbo at home and this does not bolt up at all...way too small so any ideas on what this would be for??

It is not for Mitsubishi, Mitsubishi is close to square than that.

any other ideas...the guy i got it from keeps insisting its a t3 manifold well i have t3's sitting at home a Garrett and a Air Research and it doesn't bolt up to either...way to small...is there any chance that i can fit t3 or what?
