If you dont have an interior... probably. If you do (have all of it, not just some), street mod.

Street mod.
Also check this out - http://www.autocross.com/evolution/ - nothing will help you more than instruction and seat time. Much more important than spending more $$ on your car.

You're a novice - you dont stand a chance anyways
There's a link to SCCA rules in the forum FAQ - start there, and order a rulebook (scca website) or buy one at the next event.

SM allows removing the back seat, but the rest of the interior has to be there. Your car is not legal for EP due to not being classed with the motor you now have. The 99-00 SI is the only Civic, other than the Del Sol, classed in EP with a b16. As the others said, get a rule book so you don't move yourself out of SM where you should be now. SM allows most anything you can afford, and a bunch you can't, so long as you keep the interior. Seat time and instruction is the best thing now, suspension and tires next, more power after that. Ask questions, try to get ride-alongs with the faster people, remember you are having fun.

What he said. Should have been Street Mod.
I'm telling.

For SM, any wheel you can fit on and any DOT approved tire is OK. The 15's are fine, the recommendation for 13's was to lower the car's center of gravity and shorten the gearing. The SM rules are fairly open, if it bolts to a stock suspension mounting point, probably OK. If the OEM built the basic motor, OK.
A rulebook will make your life easier, however, with the car you are currently working with, it would be very hard to exceed the SM rules so long as you avoid full slicks. Just remember you will be duking it out with 400HP Mitsuibishi's and SC BMW M3's. If SM is well established in your region, do not expect to blow everybody away, there are some seriously fast cars in the class.
