Default Headlight Boosters?

While searching the old eBay listings i came accross a bulb 'conversion' kit.. apparently it increases the output of the headlights in some way. The description is pretty vague and the product seems kinda sketchy but i was wondering if anyone had any experience with this thing.
If it safely increases the brightness of my lights w/o blinding other people or decreasing my bulb life i might have to look into one of these sets.

I don't know about APC, but the CATZ Zeta kits are something like $200+ I think. IMHO HID is much more worth the money, dollar for dollar.

And as far as I know, the only way to make a halogen bulb brighter is to make the filament burn hotter. This WILL shorten the life of the bulb. Someone please correct me if I'm wrong.

I get how those headlight boosters are supposed to work. To me, halogen filaments are like electrical fuses. If you put too much power to them and make them burn too hot, the filament will just disintegrate.
