Default Crankshaft fluctuation sensor

I recently installed a b20 motor in my integ and been having problems with the check engine light saying that there is a problem with the crankshaft fluctuation sensor (or no sensor at all)...When I come to a stop and put the car in neutral the rpm's shoot up to about 2500 rpm's above idle, also when I'm driving and take my foot off the pedal to decellerate, then press on it again the car seems to hesatate for a second or two before it will speeds up again...Is this the cause of the flucation sensor? The b20 motor is the jdm version and the place where the sensor usually (which is by the crank pully) is not there. I am also running an OBD2 computer and am having suspisions that this motor is an OBD1 motor...So my final question is if I were to get a OBD2 to OBD1 coversion harness, will this fix the problem or will I have to install a crankshaft fluctuation sensor?
Any help will be greatly appreciated.

The fluctuation sensor has nothing to do w/the idle or hesitation.This sensor is only one of many that our government had car companies install for fuel efficiency.Amung others would be the 2nd O2 sensor which sits behind the cat. and reads the amount of pollution it's burning. I could go on & on. But in conclusion ,the answer to your question, going OBD1 may not solve your hesitation but it will help out your check light situation. Make sure your injectors are at least 270cc.
