use the stuff made for vinyl, rubber, plastic, and fabric. They'll have it at most automotive paint supply places. IT's super flexible and bonds to rubber really good. It's made by SEM and called Color Coat, comes in about 50 colors.!

SEM is a excellent product to use. But the most important thing is the prep. First Clean the boot with warm water, scrub the part with the water and a light scotch pad. Don't scratch the part with the pad just a light scrub. Then get you some adhesion promoter like BullDog. Clean, Spray some bulldog then your color. I would also clearcoat it with SEM Chip Guard Clear, comes in a aerosol as well.
