need help - problem with the headlights in my '90 hb

Default need help - problem with the headlights in my '90 hb

the passenger side headlight is out but it wasn't the bulb, it was because of a blown fuse. replaced the fuse and when i restarted the car, the brights were on no matter what i did with the stalk. started driving, fuse blew, and i was able to switch to regular headlights again (of course with the passenger side one being out).

is it:
wiring issue?
something in the column (part of the brights switch perhaps?)
bad relay?
something else?

didn't know if this is a known failure and so maybe an easy diagnosis and fix. any help you guys can provide is appreciated

weird.. i'd say a short some where, start following the wires till they ed and your bound to find it
