Default electrical gremlin

A while back I solved my a/c problem by direct wiring the compressor, condenser fan, and vacuum idle switch; my problem is that, while the a/c works, I get a kind of whirring noise emanating from the driver side kick panel where the relays are located. With the key in the "on" position, engine off, if I turn on the parking lights, the noise starts with the 4 prong relay. Removing it stops the noise but if I use the turn signals I get another whirring noise from another relay. Also, the clock will dim intermittently, just as if the parking lights are on.

The local Honda dealership wants $76 just to diagnose the problem and they won't get to it until Tuesday or Wednesday.

Any advice you guys can give would be most appreciated. BTW, my car is an '84 with an '87 teg swap.

Addendum: With the ignition off and the key removed, activating the lights causes the parkbrake light on the dash to come on. Also, when the wipers are on, they are slow to cycle.

I found out this afternoon that changing my turnsignal assembly still has not solved this perplexing problem.

I do know that using a voltmeter, ignition on, engine off, all the fuses read 12.8 volts, except for the 4 headlight fuses which read 4.7 volts; the readings I get on the high beam fuses jump to 12.8 when I flick the flash to pass. Does this new info shed any light on my problem to you guys??
