Default 3rd gen question

I would normally post this on redpeperracing.com but the site seems to be down anyway, I was wondering how to fix a problem with my gas gauge, the needle won't go down past the half way mark when the car is operation normaly. When the car is off the gauge will go back down all the way to E, I spoke to the previous owner who said that the fuel tank had been replaced, and that they guy might have bent the" rod", would this be a easy problem to fix? I do travel alot and I like to konw how much fuel I have left?
