Many scratches are actually paint from "the other car". Success I've had is

1) Get an old sock turned inside out then scrub w/ rubbing alcohal.
2) Then buff w/ car polish (any ole will do)...
3) Strip once more w/ rubbing alcohal.
4) Apply your touchup paint and
5) Then a day or two later a final polish for protection.

Edit: you do want to be careful w/ rubbing compound. It will take the clear-coat off...my own suggestions for best results/no damage to paint is 1) clay bar 2) zymoil liquid cleaner 3) coat of pure carnuba wax. That rubbing alcohal shouldn't do any damage since it is stripping as opposed to "rubbing". Just don't get too excited.

i recently did a nice exterior clean up on my car i had lots of dirt and such on my back panels and it wus in there, i mean washing wouldnt take it off. so i took a few hours, washed it, used rubbing compound, used polish, then waxed it, and it looks brand new.

It depends on the severity of the scratch. If you can feel it with your fingernail fairly well, thats a deep scratch. If you try and remove that, you'll do more harm than good. Try megs x scratch removal or a 3m product line. i personally had good luck with a product called poorboys and a company called Presta. Remember least agressive first.
