Default D@mn ECU is throwing code 16! And the Brakes stuck Too!!!

Ok, i have a 90 hatch STD. My car has been sitting for about 2 monthes, due to license issue w/ former state of residence! I fired her up today and it was a lil hard to start , wouldn't fired right up. So I gave it some gas and it started running. I was originally making sure the battery wasn't dead. So I let it run for a lil while. I also throttled it and while I was giving it gas in neutral, it would drop a sec and return, like it was pulsing. It idled ruff too. The only thing that has changed is that while it sat i added a short ram intake. I looked at my ECU and it's throwing code 16, which is the fuel injection i think? So I figuerd i'd drive it in the parking lot. More bad ****! My damn car acted like it was glued to the ground! From what I've gathered either the parking brake froze or a caliper is stuck. I tried to move it and it sounded like and felt like i was dragging the car. When i press the brake it's tight ,then it slowly lets go. So for now i will try injector cleaner for the fuel problem and hope that works. And not sure what the hell is wrong with the brakes. Has any one had either of these problems. Any one have any ideas? I don't want to replace the injectors, i have a D16Y8 manifold port matched to a GSR TB w/ SI injectors and fuel rail ready for a DPFI to MPFI swap, just need to get a few other things first. SI ECU,Dizzy, injector box, and plugs from SI harness. This just plain sucks!

take your main relay apart and resolder all the connections inside. i had a very similar problem, and this solved it for me.

I have the same problem with my vtec swap on a 91 STD I think its the injectors let me know if that solves your problem.

my car is like this it gives the code when I hit vtec but when I drive normal its runs good no code 16.

when it gives code 16 you hit rev limiter you should shift below 3500 rpm to continue drive normal on my car I don't know what the rev limiter on a STD 91 engine!!

I had my car sitting for like 6 mos prior to my swap, and the brakes (rear drums) were bad news, the driver side just blew today, and I lost all pressure. Make sure you check those out too if your hearing that noise.
