did you check both fuse locations? theres one down by the pedals, to the left of them, the other is in the engine bay on the passenger side. at least it should be, it is on the 4th gens. hope this helps.
if not, it sounds like it could be a short in the wiring.

my friend had that problem on his 89 prelude. he blew something out when he was playing with his lights. just dont remeber what it was. his brake and tailights didnt work, also back up either. sorry i dont remember exactly what it was. somne kind of box or converter. good luck
