does it go back and forth from 1500 to 1000 like a surge? if so check your IAC sensor. are you getting a check engine light? or if it starts idleing at 1500 and when it warms up it drops to 1000 thats fine. we need more details man.
on the first gen b16a motors there are a bunch of vacuum lines on the back of the intake manifold. u need to check each one and see if u have a vacuum leak. also check your IACV on teh back of the intake mani as well then play with the idle ait adjustment screw on teh throttle body which ever u decide to use
check your vacuum hoses theirs like 3 or 4 on the first gen intake mani that aren not on 2nd gen motors. almost anyone that uses 1st gen b16 alwasy has idle surges cuz they dont get the vacuum hoses connected right.

I think it si your throttle body gasket causing a vaccum leak. Try taking the T/B off and putting the sealant of your choice on it and then see what happens. It is a cheap fix too.

you can also try cleaning out the throttle body and intake manifold. make sure that vaccum lines that aren't ran are plugged off. also i dont know how well a home-made gasket would work. I would get one from honda. Also if you clean everything and get all the vacum lines hooked up right and still have problems, its time to get a b16 TB.
