i'm curious as well...my bro's car got keyed pretty good and i'm wondering if i could spray the area...wet sand and buff....

You need a good gun and a clean place to do it. Other than that it's easy. You also have to remember where and how many times you've painted a surface. Otherwise some parts of your car will look to lumpy and you'll have to sand it out.
You prolly can look up in the yellowpages for a local PPG dealer in your area. You just need to get a cheap Acrylic paint then some clear coat (optional with acrylic).
Use masking tape and some paper to tape off the areas that dont need paint and have at it.
Keeping the coats even is the key. Especially when you lay clear coat. It runs VERY easily.
Then you need to wetsand and buff the finished product if there is any trash in the paint.

my buddy and me + some other friends painted his car metalic gray pearl (is300 gray). We sanded the whole car, put a filler over it, then primered, then painted, and now we are wet sanding.
Wetsanding is a bitch, lte me tell you. The sanding is by far the hardest part. Everything else is pretty easy so long as all the coats are sprayed evenly, and don't miss spots
because that'll be a pain in the end.

You need to go buy a DA sander and some 180 grit and a higher grit sand paper for fine places. You don't have to primer it if you are just respraying it or if you don't sand to bare metal. Make sure you wet the concrete you are spraying the car on to keep dust down. Spraying isn't as easy as it seems it takes a very smooth and steady sprays from side to side. Be sure not to lay it on to heavy or it will run. Also try to do it in area with a fair amount of heat.
I work in a body shop and let me tell you painting is not as easy as some people make it seem. First off you have find all the imperfections that are in the area where you will be painting. just like someone mention aboved you will need to use a DA sander with various grits. if there are dings, dents or what ever... they will be have to be pulled out as much as possible. After they have been pulled... you need to get some body filler and apply it to the area you need to fix. Don't apply too much. Sand down the filler with various grits depending on how thick you applied the body filler coat. you have to sand down the body filler and shape it so it matches the car. It should be smooth with the rest of the area around it. Make sure to wear a mask BTW. after that, you can spray some primer over it. at work, we spray 3 coats. After the primer, you should use around 400-600 grit wet sand paper. sand down until the surface is smooth and clean of imperfections and dirt. Now that you are done sanding, you will need to clean the area with a prep solvent. to get rid of all oil, dirt, and grease. now on to the painting. someone mentioned above to spray a generous amount of water on the floor so the dust does not fly around. Use a broom to spread the water around. now PAINT! you always want to hold the gun parallel with surface. so when painting wide surfaces keep the gun parallel by moving with the gun. apply around 3-4 coats of paint. use the same technique with clear. after clear is sprayed, use a buffer and some compound to remove imperfection in the clear coat.
