SENT TO THE REF :X
i just got my hood popped and got sent to the state ref, anyone know if i actually have to go or can i just pay the fine. ANd if i need to go what do i need to do? i have a b16a in my crx
i'm pretty sure you gotta go in. if its a jdm b16a you're screwed cuz my friend is a smog tech and in his manuals it even sigles out that a jdm b16a is not smog legal here as a swap
just curious, but what gives the police the right to pop your hood? is your muffler really loud or something that tipped him off your engine might not pass smog?
this california smog stuff sounds ridiculous

Belive it or not, it doesn't matter if its local po po or CHP they can ask you to open the hood if they suspect anything illegal on the car. could be the exhaust, could be how you look. Fast and the Furious didn't help us out either. plus cops now a days know about swaps and NOS so you gotta keep on the down low and not be a ricer!

well since no one answered the question...you do HAVE to go to a state ref...ur best bet is to know someone who knows someone who knows someone who is a state ref....my friend has a h22 in an eg hatch and has to see the ref next month *ill let you know how that turns out* and a friend of ours who has his own shop knows a state ref who will sign off on it....
OR
you can always try taking the state ref sticker off and putting everything stock and taking it to a regular smog place

Local PD CANNOT make you pop your hood unless you got caught doing something related to what you got caught for. Meaning if you get caught for a running a red light or doing a rolling stop they can't make you pop your hood cause it's not related. But if you did get caught for stealing cars and yes they can pop your hood for stolen parts. You can tell the cop NO even though they will give you a hard time for it trust me I've been there. Allegedlly CHP can make you pop your hood cause they are qualified smog techs and I'm streching it here cause you know its pretty easy and it doesnt take a genious to get into the CHP.
JDM motors can be smog legal with a BAR sticker cause thats what I'm doing soon and I've seen it on JDM motors as well.
All smog equiptment hooked up
Have to convert to OBD 1
USDM ECU
Everything needs to be Carb/Smog compliant like you airbox, header, exhaust, cat and so forth.
Everything has to be for the same car meaning you can't have a DC2R AEM cai in your CRX even though it's smog compliant.
You cannot have truck motors ie B20's in a car ie CRX's
The motor has to be newer than the car.
There is still more little things you have to take care of besides what i wrote down. I have seen it done before so it is quite possible. Make sure you change your plugs and wires, oil change, tune up, new filters and all that little **** so you got everything covered. Don't cheap out on it cause you only get about 2 or 3 tries before your screwed.
Feel free to correct and/or add some things

i myself am supposed to see the ref on the 18th of this month. however, i heard that you DON'T have to go if you pay the fine. two guys from another message board both just payed the fine, and got pulled over again...they just received another state ticket ref ticket (they got their hoods popped again)...so yea, good luck!

i've talked to 2 refs personally that i didn't know one in Sacramento and one down here in Fullerton..and they both said JDM NO WAY!!! thats was the one thing they were sticklers for...USDM b16a2/3 is fine just make sure you have stock ecu to go with engine as well as all emissions equipment hooked up like factory...he even mentioned that they do actually check the code on the side of your ecu (fullerton said this)
Believe me i researched the crap out of rules and regulations and is why i ended up doing a USDM b18c swap opposed to the b16a which would of saved me one hell of a lot of money....or do what a bunch of people do throw in your stock engine.
its a pain in the *** but it clearly works a lot of people i know do this every 2 years when registration comes up

the state ref here in los angeles (east la) told a friend of mine that all he had to do was make sure his vacuum hoses were right, change his IM to a delsol IM, and have the stock ecu that came with the motor (ie: no chip, etc). he also got a new cat and new 2'' piping...i'll find out in a few days if he passed or not, so i'll let you know.
Dont mean to thread jack, but are the cars that are getting ref tickets super riced out, or loud as hell? How do you all get pulled over? I am scared of this happening to me, so my engine looks stock, even though its not. If I have no noticeable aftermarket intake, or header, do you think the chp would notice the b16 in there? Ryan

YES. he saw the word VTEC on my valve cover and immediately said, "this engine doesn't come in this car. where'd you get it?"

word of advice if the cop ever asks you to pop your hood dont do it! by him asking he is giving you the option to open it or not. if you say yes your basically digging yourself a hole because he has no reason to pop it unless he has cause to think you have stolen parts and he has stated this to you.

I agree with that too a point. If you are street racing or speeding I believe they lso have the right to ask you to pop the hood to check for things that obviously make your honda go faster. I do wonder how this hood popping deal works though. I mean, if you are pulled over speeding (or some other basic traffic law violation where you go home with a ticket) in a <U>sedan</U> the cop must ask you if he may look in your trunk. If you say "NO" then he has to get a search warrant to look for something in particular in your trunk. I'm not sure if he can tow your car until the search warrant is completed or if he has to detain you until the warrant is brought to him. On the other hand, if you get pulled over for drunk driving or something and you get yourself arrested I think your car is open game for them to search anywhere they want (because your assss is going to jail).
So if you get pulled over for some traffic violation and you start feeling the burn of harassment, what is the appropriate way you should handle it? Do you question the cop as to why you should pop your hood? A typical cop response would be "Just do it - it's the law" - where they can clearly lie and decieve you trying to scare you into doing just what they want. So do you then proclaim that you have never heard of a law where you can just get pulled over and have your hood popped by an uncertified smog technician? Can you then insist that he should get his supervisor out there and a search warrant? It starts to make you seem like you have a stolen engine, but what are your rights?
Does anyone have a law/vehicle code/rule book or something that states the regualtions of hood popping?

okay, I just had this same thread / topic a few weeks ago. everyone i've spoke to said no JDM motors are smog legal for swaps. originally I heard that only b16a engines were not legal cuz they they were <U>never <U> offered here. b18c/b18c5 were said to be legal but the smog reference manuals do not actually state a JDM motor is legal if an equivalent was sold here. my buddy is a smog tech and he showed me the manuals. It is vague these motors, but it actually says b16a engines are not allowed. believe me if JDM motors are legit to pass the ref wouldn't you think everyone would be doing it? you might get lucky with one ref that allows it but I would not buy a JDm motor and install it assuming that. Unless someone can show me in writing that a JDM motor is ok to swap I don't give a **** what people say or heard.
