Ground control coilover spring rate. Good or Bad???
would 350 front and 250 rear be an ok spring rate for a daily driven 91 CRX with a b16? Yes or No and Why?

Well it could be either. Depends mostly on you, and how you like your car to ride/handle.
I'm sure it'll be pretty close to sort of ideal, stiff enough for reasonable handling, and yet not too stiff for decent street manners.
To give you some gauge for it, my Neuspeed sports are 275f/225r, and they're comfy, but I wish they were stiffer.
H&R Race are something like 450f/350r, Neuspeed Race are 575f/525r, and they're pretty damn stiff.
You'll be fine. Get 'em.

i echo what alex said. get them you'll be fine.
also what is nice about GC, is you can "trade in" your old springs for newer ones with different springs rates, lengths, etc.

Really, how do you go about "trading them in"? I got some GC's on my car, 180 front 250 rear, they are a little bit like the stock springs, but a little more bouncy now that my car is LOW and i have stock struts. I think when i get some struts, if i get tokico blues, will this help out? How bout illuminas, would that help more?
give GC a call and ask them about getting a different set of springs.

those rates sound pretty good. i run GC's with 375 all around with Tokicos Illuminas set at 3 frt and 4 rear on the street plus a fat rear ST sway bar. rides pretty good on street

The tokico blues are good shocks if you're not going to lower your car very much. They tend to get bouncy once you go past 1.5", or at least they did for me. I put mine down to 1", and the ride is good.

I would probably go 300# in the back just to help get the handling more towards neutral. Having a stock front sway bar and an ST rear sway bar will help as well.
