POS car still not starting
Sounds like you have done a lot of wiring changes. You need to check the wiring to the injectors, check @ the ECU as well. I know that If you dont have all the wires for the dizzy right, it wont send spark, or fuel to the combustion chamber. Check your wiring.....

ended up wiring it to the ignition. that solved that problem. but now that the fuel
pump has pressure and is sending the fuel to the fuel rail the injectors are not
firing. they are getting only 4 volts. what could causet he injectors to only get 4
Volts?
my basic setup:
96 civic hatchback
93 ls block
88-91 b16a head
stock dx wiring harness
stock dx injectors
kenji obd2-1 harness
kenji chipped p28
obd2 distributor

Sounds like the usual OBD2 EK wiring issues.
If you reuse your 96 DX harness, you need perform a few 'fixes' before using it on a B-series engine or else you'll have problems such as your experiencing now. One super easy way around these fixes, is by going with a 96-98 EX engine harness. But, if you don't have access to one, and all you have is the DX harness, take a look at this diagram to help better understand what you need to do, to clear up your issues:
also, are you getting a check engine light at all?

I'd also recommend using an EX harness.
Converting the DX/CX OBD2a harness is one pain in the *** to convert to the OBD1 motor. Repinning the ECU, alternator, IACV fix, switching IAT. Takes a lot of time.
I just did a 95 GSR swap into a 96 CX and did all that, wrote down on re-pinning the OBD1 distributor to the EK harness for future referance on converting.
To make things easier though, and narrowing down the chances of having wiring issues (like you are now), I'd definitely get an EX harness.
Follow Katman's diagram also! Great info for making the swap easier.

so by getting an ex harness this will help me start my motor? will any wires need to be extended on the ex harness? and how hard will it be to change the harness without pulling the motor out?

if you get the EX harness, it should be exactly like your current civic harness, only thing added is the vtec wiring.....but you *might* need to extend some wires, no biggy tho. It's not that hard fitting the harness on while the motor is in the car.....just have to squeeze your hands some in tight spots , hrm..that sounds weird.

Nope, it is already the 2 wire IACV configuration.
