Do I just try and get like 12:1 AFR across all RPMs?

max pwer is supposed to be at 12.5. we usually run 12.2-12.8 for natural stuff and 11.8-12.4 for power adder stuff. Closed loop will be 14.7. Oh yeah make sure your wideband is prior to any emission stuff (cats, air injection, etc)

Depends on what A/F your motor makes power at. Mines would run to rich at 12.1 and lose a lot of power

Give us some info on your setup. I'm assuming your running forced induction being that you are looking to tune around 12.1. What type of engine management do you have? Depending on what type of engine management you have (if any) it can be tough to get 12.1 across the board but IMO it's the best way to go. There are others that prefer to lean out up high but I don't think it's worth the extra HP you can get. Pushing the envelope you know.....
