Default ground control spring rates question - 350/400 or 400/350?

What exactly is the difference between having the higher rate be on the front or the rear? 350/400 vs. 400/350?

I looked around and seems most people like either one of those two. Is ride quality more dependent on the rear?

I am assuming that having the front stiffer will give you less understeer...right?

Higher spring rates in the rear will give you more oversteer.
