Default Setting TPS correctly

So I read through the Hondata website and discovered their section on setting the idle correctly according to the TPS. After taking a look at my B16A TPS, and checking it with a multimeter (0.27V closed or thereabouts) I adjusted it to 0.45V and gave 'er a drive. It drove fine but it idled low when cold, and high when warm (1300rpm or so). Idle was unsteady also, and during engine braking the car didn't want to slow down. So I reset it to 0.3V - full-throttle is something like 4.2V - set the base idle with the IACV unplugged to 600rpm and now the car barely idles at all. It dies at every stoplight.

My question is, how do you set the idle TPS to 0.45 ACCURATELY and have WOT at about 5V? Doesn't seem possible
