Cam timing issues on D15

Default Cam timing issues on D15

A few questions about cam timing on a D15 89 STD civic. I bought the car for $350 not running. After inspecting everything and making sure to have fuel and spark I inspect the T/B. It was off by a tooth. So I try to time it back and it wont time. Its an aftermarket belt, so I throw on a spare DX belt I have laying around thats OEM Honda and it still wont time correctly. Its always a tooth or 2 off. The engine is extremely easy to rotate manually so Im wondering if there is any comp at all. Im gonna do a leakdown test to find out more. Any ideas on the timing issues? Will the car start 2 teeth off? TIA

It's gonna be hard to check the compression with the timing degrees off! It has to be the right timing and able to crank strongly with a good battery to get proper compression #'s.
