what all do I need in my b 17 to run a 13.9 or under

K, im thinkin of goin with a b17 for my 91 civic. What mods must be done (trying to not use boost) to run 13.9 or lower.????

I/H/E, slicks, a set of better cams and practice, and you should be there.
