How do I get it in, and how can I tell when it is all the way in w/o adding oil to see if it leaks oil out the seals.

The axle will be flush with the transmission. If you can't get it in what I always do is line up the axle straight than put a rubber mallet in the palm of my hand and give it one good whack. That will get it past that snap ring.

 

Yeah it will sort of 'click' in there.....make sure it does.
