my friend bought a set of used Tein NA coilovers and they have rust on the threads...is there anything out there that would clean/remove the rust without damaging the threads? TIA...

I'd try soaking them WELL in WD40, then brushing the threads with a brass brush. You can get a toothbrush sized brass brush at Napa or any Auto parts store. Likely in the detailing section. The WD40 should have no effect on the paint, unless its already lifting/peeling.

the spring perches are on the threads right now and i don't think my friend is gonna be able to remove it
are there certain brands of anti-sieze i can use or just go to Napa and pick up a generic one?

I know you guy's will think this is kinda weird but I do it all the time. Take a can of coke a cola..... and you put what ever is rusted (so just the threds) and let it soak for a day in the soda. The next day check what you are trying to get the rust off of and if it is gone spray a little WD-40 or if it is still there soak it till its gone. I rebuilt a '69 camaro body and did this with the bolts they came out perfect. ( who says you don't learn anything in high school).
Naval Jelly is specifically for removing rust.
Any auto-parts store carries it.
This worked great too clean the lower front jack point after I scraped the ground driving around town.
