********Who here has the recipe to build a 250hp to the wheels?************
Here's the catch. It has to be 100% carb legal, no standalone fuel management system's of any sort (cause none are legal anyways, but I could be wrong). This is all going into a CRX that is daily driven and has all interior parts and NO H22's either. Bring it on!!!!

you could probably do that with an fmax kit on an H22 with no real problems. Good luck with traction though. I hope you have a suspension to take care of the torque.

Sorry no H22's either and I believe FMAX is not CARB legal.

A Greddy kit not modified will not make the 250hp to the wheels as requested.

A couple NOS kits have EO numbers. Get one of those kits, slap it on an H22, and drop it all into the CRX.
Why do you want 250hp carb legal for? First off I wouldn't do an H22 for a few reasons. Weight, is one, hood clearance is another. And third, steering problems. What are your goals for this 250hp? Drag racing, street racing, autoXing (i doubt). Can you clarify?

well h22 would be the easy way, but because you don't want to go with it i say, n2o.
And BTW. weight, hood, and steering are not a problem with the h22.

Then weld an LS1 in there and go find a good driveshaft shop.

Are you referring to a CRX as not being a problem? The crx also, has a smaller engine bay compared to EJ, EK, EGs,etc. and yes, there will be a hood clearance problem on a crx (ed). And most likely, a suspension and steering problem.

A friend of mine wants me to build him a 100% CARB legal GSR in his 91 CRX. He has the money and is mainly building this car for 12's with all his JDM nick stuff in it ie; glass roof, rear seats and all. The engine is the last piece of this CARB legal holy grail hooplah and he wants me to think up a recipe. I'm mainly into going fast (that's why I have a race car so I won't have to deal with all this CARB BS stuff) and will do it best way possible and within reasonable financial bounderies. In this case he has the money and the horse power goal doesn't sound too extreme yet it is very challenging.
Greddy GSR kit with NO BOV or FMIC will keep it CARB Legal. You add any of the things mentioned and say bye bye to your CARB legal hoopla! There is no way of going CARB legal and getting any sort of DESIRABLE WHP. Jackson Racing is CARB Legal but with the ever so needed HONDATA Engine Management you can throw CARB Legal out the door as well. Wanna go fast....then your going to have to be illegal, but there are suttle ways of being illegal. Closed loop wastegate and BOV.....and stick with a APEXi WS/Greddy SP/Tanabe Hyper/HKS Sport blah blah blah.....or just your plain ol' stock exhaust.....it'll choke your performance but you may be able to attain your numbers...without letting everybody know......SMOG time rolls by....take everything off
Well, i'm going to push him in getting the Vortech S/C set up with a NOS Carb kit and see how that goes. I totally agree with you ,mamaboy, about gettting real horse power. In this case my friend is one of those types who likes to be against all odds and will doing everything in his power to do it 100%. Hey, he's not a NON CARB hater either-just wants to things a different. Thanks everyone for you comments.
