Help radiator fan and cooling fan comes on at same time

Help radiator fan and cooling fan comes on at same time
Hey I just got me a used 96 integra with a b20 motor in it. Im not sure if its the same as a 96 civic, but my radiator fan and cooling fan turns on and off both at the same time. A/C doesnt work. Is this right for the fans to do this simultanously? Could there be cross wiring or something? Let me know...

Integras have a full-width radiator AND a full-width A/C condensor, so I'm pretty sure both fans are always supposed to come on.

both are supposed to come on when a/c is on, cooling fan only comes on when temperature reaches a certain level.

not sure but when cooling fan comes on a/c fan turns on also. when cooling fan goes off a/c fan turns off also. dont seem right...
