What kind of clutch is it? Sounds like it's more of a problem with the tranny than the clutch. Are your shifter cables adjusted correctly?
Also, this is off topic, but why are you shifting at 8500 on a nearly stock H22? Those motors only make power up to about 7000, then start falling off. I bet your car would go faster shifting at 7200 because you'll stay in a better area of the powerband

oh god i would never shift that high by chocie lol im missing second gear cause the clutch wont let me in there .i shift at 7500 or so in 1st and about 7200 for other gears..it just doesnt do squat any higher than that in my car ......and the cables sound like a good place to start.....any baseline adjustments i should look out for ....and where do i adjust them....at the shifter or on the tranny ....
somtimes when i come to a light it has a hard time going into 1st...i have to lift the clutch abit before it engauges and it pops in ????
oh and the disc was exedy and what looked like a reworked PP.....i bought it from this company http://www.bullyclutch.com stage 2 clutch for lude

how is your pedal feel? kinda squishy, or solid? if squishy, you throwout bearing might have a broken leg.. this happens sometimes with a heavy pp.
as for shifting, I would try shifting at a lower rpm, like 7k or 6800rpms. what kind of oil is in your tranny case? try using honda MTL.. maybe your engine is twisting at high rpms and not allowing you to shift smoothly. the cable shift system is sensitive to cable binding.
maybe re-route your cables better, check for binding. just be happy its not going into 2nd from first to 2nd, its better than not going into 4th from 3rd to 2nd!
