Default i think i need a new clutch, but not sure *long

heres the thing, my 15 year old cousin was given a 89 civic hb dx 4sp that hasn't been used for a year, it had some parts such as alternator and stuff taken off. so i hit the junkyard and scrap up the missing parts for the motor so he could have something to learn to drive manual on. i replaced the missing parts and change the oil and it started right up. i hop in to take it for a spin and it won't move. the engine revs and stuff but the car won't budge, is this a sign of a burned out clutch? also, when i was in first gear i let off the clutch and the car didnt shut off.
thanks for the help
brian
