B18C question

i put a B18c in my eg coupe this past weekend and when i put oil in it the dipstick didnt read much till about 4 and 3/4 quarts.... is this normal? its a JDM B18c

That probably means if you replaced the oil pan, and there is no oil at the botom of the new pan?????????
