Default Suspension or wheels..?

Well...this summer I was planning on getting bodywork/paintjob (car was hit and runned), wheels, exhaust (cause I needed it), and shocks/springs. But it seems I will not have enough to get one of them, and I need the bodywork and exhaust.
So I have to choose either suspension or wheels.

I would rather get suspension first because I think a lowered car with steelies would be better than new wheels and not lowered, as far as looks go. I don't think one without the other will greatly help handling so I'm thinking more about looks for now, but what would you guys do?

Oh and I was planning on koni yellows w/eibach prokit, and konig heliums w/kumho ecsta 712's. And this is a daily driver.

Id get the rims first. Ive seen bunches of cars that look tight with 16's that arent lowered.

Suspension first. Then go for looks. I prefer to go/turn quick rather than look good.

having just got rims and tires, and running around on 13" steelies with koni's and sparco race spings for the last 3 months I can tell you right now that I would have went with rims and tires first. The 13's gave up way before the suspension could really work. I had no body roll and I could take turns really fast and the tires would just give up. If you wanted to do alot of drifting go with the suspension first. Anyway once you get both done you will love it depending what you want to do with the car.

Do NOT put rims on without lowering it - this always looks really bad.

suspension...first and foremost...suspension...it will greatly improve the handling you have now...Teins are excellent for the $$$....pricey but they can rebuild their products here in the US. trust me on this one...i walked in there and got treated like a king... for Tein

Thanks for the input guys, I'm pretty sure I'm gonna go with suspension first. I did a little more researching last night and I think I might go with H&R sport springs instead of eibach, and I also saw the Tein basic kit and was thinking about that. Anyone got experience with the basic kit?
