Default h22a vss problems(searched)

i just put a h22 into a 95lx. when the key is turned on the speedo reads 20mph. i unplugged the sensor and it reads the same. when the sensor is taken off the trans, the speedo reads 10mph. doesnt move while driving...seems electrical to me? im using the accord harness, any suggestions would be great.
