Default Spun Bearing

I was looking into buying a used block, and the seller said that he thinks he has a spun bearing.

What are the symptoms of a spun bearing? Could the motor run with a spun bearing?

How would you repair a motor with a spun bearing? I assume that you will have to remachine the block/rod and crank.
