what is the minimum offset to clear the 4pot spoon calipers?
in a 16'' wheel to be specific

Not all wheels are created equal. Take other factors beside offset into consideration when figuring out caliper-spoke clearance.

So unfortunately there is really no definitive answer to your question. Sorry.

16x7" wheels with +38mm clear Spoon calipers easily.

I've seen +42mm clear Spoon calipers as well.

But, as Mario said, it all depends on the design of the wheels. (spoke design, lip/no lip, etc.)
