Default out of ideas, sugestions welcome

I hate to post a help me question but between me and my dad we are out of ideas so I'll make this short and detailed.

car- 1989 accord lxi

situation-brothers car, caught in rain storm, drove through really deep water, a lot came in through bottom of doors. not hydro locked! (stock intake, air filter was dry) All the cluster lights came on after driving through the water but made it home fine, was parked, and next day didn't start. day later it started and ran/drove fine for 30 minutes. the check engine light was on and the owners manual says the cel is only related to the fuel injecton. then was shut off to see if it would start again, it didn't and wont, it just turns over.

We checked all the fuses, their fine. re-set the ecu, nothing. I don't know where the ecu is on this car but its not where mine is so Im guessing it might be behind glove box, or at least stayed dry. Its getting fuel (we can smell it) and it has a new coil/cap/rotor but it will have new plugs/wires within a day (were were crap)

we did a c/r check just for the heck of it and heres what we got
1-135
2-50
3-120
4-100
The engine is tired but I'm not sure if this is directly related to it not starting. Thanks guys.

are you getting spark? You mentioned that you are getting fuel but you also need spark.

We didn't read the code, cel was on in cluster. The coil is new but we're thinking of changing it. Today put in: new plugs & wires, nothing happened.

Can anyone verify if the ECU is under the seat? If so it got wet for sure.

Okay, the ecu is under the drivers seat, which would of got wet, it still is damp under there after 4 1/2 days a vacuuming. The head lights work, radio, door buzzer, ect but it wont start again after runnin 30 min. I want to say the ecu is damaged but after running fine it just throws me off.

The led is on but no blinks, its just on straight.
