This is the EF forum right? You don't even have an ED/EF... how did you come up with the idea that the VSS controls the speedo?
If it's a stock USDM pre 1992 car then it's NOT the VSS. The VSS is mounted to the back of the stock speedo and doesn't make the speedo or the odometer turn. The speedo and odometer turn mechanically using a cable drive that is driven by a gear in the tranny. If the cable drive snapped, poped off the back of the speedo, or came out of the tranny then your speedo, odometer, and VSS all stop working.
If the car has been fitted with a JDM cluster or a newer chassis (EG, DC...) cluster then it is different. The JDM EF SiR(and USDM 1992+) cars used a tranny mounted VSS. The VSS in the tranny sends out an electronic signal to the ECU and to the instrument cluster. The speedo/odometer are electronic and do not require the cable drive to make them work... instread they read the pulses from the VSS to operate.

If your cable drive is snapped you will get an ECU code because the VSS won't be working. The speedo is driven by the cable drive so it won't work either.

He didn't say that the VSS controls the speedo. What I'm sure he meant is that the CEL is on because the VSS isn't getting any data (code 17). As you explained, the speedo, odometer, and VSS all depend on that cable working.
I've got the same problem on my 88 HF, and it's not a big deal... at least it won't damage the engine, but it could lead to a nice pair of blue and red lights in your mirror...

removing the speedo cable isn't too bad. you'll need to remove your gauge cluster to pull out the cable.
i would first check to make sure the horseshoe clip didn't come loose resulting in the speedo cable coming out of the vss hole.
