90 CRX SI wont run

Default 90 CRX SI wont run
Car starts and then immeadiatly shuts off. When it does start the stock tachs needle jumps sporadically. After i shut the car off there was smoke coming from the steering column where the windshield wiper lever goes into the steering column

My guess would be a bad ignition switch.
