When is it time to change spark plug wires?
Check resistance with an ohm-meter, that's one way for them to fail.
They can fail by the insulation 'leaking' your spark out. Wait till dark, completely cold engine, take off sparkplug cover, turn off all the lights. Start engine & look for arcing. Sometimes when they arc like this I can't see any visible damage..

visible dammage is a grayish color on the isulation.
