integra seat bolt torque specs
In the Civic manual its 16 ft/lbs for the 3 smaller ones and 29 ft/lbs for the one larger one. But... just tighten them down very tightly with out overdoing it.
16 and 29 are correct (for integras as well).
16 for 3 bolts..the 29 for the flat bolt in the rear (next to center console).
it amazes me that those 4 bolts will save your life in any accident. shoot, only like 6(?) tiny bolts hold the actual seat to the rails!

The seat belt isn't connected to the seat in any way so there won't be a huge amount of stress on the bolts in an accident.
I've had the seat in and out at least 30 times in my teg with no stripped bolts, just do it up nice and firm.

Let me ask you this. Does it matter when you need to tighten up your cams and gears or head studs? Sure as **** does. Just like your engine bolts all have specific torque specs, so would a huge safety issue like making sure you and your car seat don't go out the window in a accident. Trust me. From somebody who just cross threaded a bolt so badly in his seat today that it has to be drilled out, it's a major deal. I work at body shop too so I should've known better but I only realized my stupidity and not checking that before I took them out. ICBC will consider and look over the vehicle top to bottom in what went wrong and how "this" accident happened.
