My radiator fan doesn't work, but the car's temp.....
when you first turn on your car, let it run for a while until it warms up.
then the fan should turn on then.

I had the same thing... never really overheated either, but it was bothering me. Checked the thermostat - it was fine. Someone on Honda-Tech told me to replace the Coolant Temperature sensor (on 99DX it's located in the thermostat housing). Voila - problem solved.
If you put a paper clip in the ECT sensor harness, the fan will be on at all times. Or you could just put a simple toggle switch to turn it on/off on demand. However, 20 bucks for a new sensor is not bad.

B series run very cool, so it can take A LONG time for the fan to turn on... i thought mine was broken until one day i actually heard it... i was shocked, but at least i know the damn thing works now!
When your car starts to heat up, that's the time the fan goes on. The fan is never on the whole time. If it is that means your car's has some problems
