Silly ? But which end of ARP stud goes into the block?
Does the long threaded side or the shorted threaded side go into the block 
Also which torque values do I use. I seen lots of posts on this subject, but for those who have them what do you torque down to?

Only one side will thread into the block. Its the side that has the bump on it. You can see some pics here:
