That is not a foglight.... it is just a piece of plastic that goes in there...
96-97 didnt have foglights....
It's possible JDM or EURO models had a foglight there, but not USDM.

You let me know if they tell you something different because I have a 97 and it has that plastic piece...
plus $10 bucks would be pretty dammm cheap for a foglight...
