Turbo Smart wastegate vacuum?

Default Turbo Smart wastegate vacuum?

Is it necessary to hook up a vacuum line to the turbosmart wastegate? there are two nipples on it, which one should the boost line be run to the top or the bottom?

Bottom. Leave the top open so it can vent. Only use it if you are using an electronic boost controller.
