Here's what I found out:
I wanted to get a 97 jdm itr guage to work in my car - nope.....
THEN, I switched the back cicuit board from one to the other - guess what -
It works!!!!

Yes, this is what I meant when I said to swap the gauges.

yup, that will work. person who owned my cluster had it in a 95 integra, so to make it work in my 98 i just swtiched the backing. very easy, just don't lose the bulbs and bolts
