Default B16A stumbling at low rpm

Please some one give me an idea as to what is going on with my hybrid. I put a b16a in my 91 si hatchback, I have an ITR intake manifold, aem fuel rail,( which i bought to try to fix this problem) ported throttle body, and replaced the injectors. The issue is if i startout at a low rpm the engine will stumble a little till I get passed 3500 rpm and then the engine opens up and takes off, but if i start off over 2000 rpm it doesn't do it, I am lost, I checked for vacuum leaks and none. Help me out guys, me and a buddy worked on this all weekend to get the manifold and fuel rail in, and it does run better at higher rpm and hard launches, but slow take off sometimes makes the engine stumble.

check your 02 sensor, clean it up and burn it off or replace it with a new one.....

also check your map sensor, clean your TB and intake with some brake cleaner, throttle cleaner, check for any vacum leaks

also how is the timing, retard it a little with a distributor, and reset your ecu...

Is it a part-throttle stumbling or is it a low-RPM stumble? My B16A leans out at part throttle and stumbles.

That is the same as mine, I put this post also in the Hybrid forum, check it out, there is a link to a previous honda-tech post and there are a couple of good ideas I am going to try tonight. Also the hybrid moderator thought it may be spark energy and replace the plugs and wires, maybe even the cap and rotor. So I will try them all and let you know.
