Default noob question; is the starion/conquest IC a FMIC?

I've seen pics of them but since it came with a factory dsm turbo, and all the other DSM IC arent FM, I was wondering if the IC found on the starion/conquests a FM? and how hard would it be to install on a '94 Civic sedan?
