Exhaust cosmetic question. Please somebody help me out here!!

Exhaust cosmetic question. Please somebody help me out here!!
I just bought one of those bolt-on exhaust for my 95 Civic.
I just put them on today.
I love how it sounds and looks and everything.
BUT!
The muffler tip is touching the bumper fender skirt and it makes noise.
So
I am actually thinking about cutting it and make a bit bigger half circle on the skirt.
My question is
Does anybody know what's the best way to get the job done??
I don't want to cut the fender... I just want to cut black skirt part.
I didn't get a chance to take picture of my new exhaust on...
This picture has stock exhaust.
