touching up my rear-bumper and limiting rust
my 95 EX 4-door is needing some minor repairs with the rear bumper. The layer of paint has chipped off. I went to canadian tire and they had a scratch repair kit and i was wondering if anyone has any ideas on how to attend to this problem. A friend told me i can get a clay bar of some sort to fill it in first, then paint it. Cheapest and best ways to fix it?
also on my frender just above the rear well rust is starting to form...i dont' have money to replace the whole part and i was wondering what can i do to prevent it from corroding further. and if i can apply touch-up paint to it after.

paint over rust will bubble up again...
sand down the rust to bare metal, use alcohol to clean it up.
depend how deep is the rust you might need to use some body filler.
paint on top with primer..
cheapest way i can think of..
